City of Loxley, AL Approves $16.3MM Bedrock Boulevard Extension to Highway 59
Loxley, AL – The Baldwin County Commission voted unanimously Tuesday, March 17, 2026 to partner with the City of Loxley on a $16.3 million infrastructure project that will extend Bedrock Boulevard past Stonebridge Elementary School and connect it to Highway 59 near two major industrial developments owned by an affiliate of Crown: Keyport Logistics Center and Loxley Logistics Center (LoxleyLogisticsCenter.com). The approximately two-mile extension will create a direct connection between Highway 31 and Highway 59. The project is the final initiative tied to the county’s 30 Cubed program, and is the largest of the program’s projects.
Baldwin County Engineer Frank Lundy said the new route will significantly reduce travel distances for drivers and emergency responders.
“That will alleviate an approximate eight-to-eight-and-a-half-mile current route driving up 59, turning onto 31 and then back down 31, so a two-mile road investment will save a tremendous amount of time with the amount of traffic volume we have,” Lundy said. “Fire, police, EMS services are going to be so much more improved. It’ll provide a lot of interconnectivity.”
30 Cubed program nears 2030 completion goal
The 30 Cubed program dedicated $30 million in county funds to be matched by $30 million in municipal funds to address infrastructure and connectivity challenges across Baldwin County. All projects are targeted for completion by 2030.
Loxley will contribute $8 million of the $16.3 million project cost. Officials said growth in the Loxley Industrial Park and near Truck Route 17 has contributed to the town’s ability to fund its share. Future plans may include a connection at Highway 59 to the industrial park and Truck Route 17.
Loxley City Engineer Greg Smith said the area’s growth has drawn national attention.
“We’ve been told it’s one of the fastest growing industrial/commercial areas in the US,” Smith said. “This has been conveyed to us by the economic alliance folks. They’ve recognized that we’re on the map as far as needs go for people wanting to locate industrial sights here.”
Because the 30 Cubed program does not require matching state or federal funding, projects face less regulatory delay. The Bedrock Road extension is expected to be completed in three years or less.
